Mumbai’s longest and first fully underground metro line, the 33.5 km Colaba-Bandra-SEEPZ corridor, became fully operational on October 8. With this, the Aqua Line now links Aarey in the north to Cuffe Parade in the south, cutting the travel time between Mumbai International Airport and South Mumbai to about 45 minutes.
Prime Minister Narendra Modi inaugurated the final segment between Acharya Atre Chowk and Cuffe Parade at an event held at Navi Mumbai International Airport. The ceremony was attended by Japan’s Ambassador to India ONO Keiichi, Maharashtra Governor Acharya Devvrat, Chief Minister Devendra Fadnavis, Union Civil Aviation Minister Kinjarapu Rammohan Naidu, and Deputy Chief Ministers Eknath Shinde and Ajit Pawar.
The 27-station corridor, with 26 underground and one above ground stop, has been built with financial support from the Japan International Cooperation Agency (JICA). The project cost JPY 680,692 million, of which JPY 354,132 million came through Japanese ODA loans.
PM Modi described the underground metro as "a living symbol of a developing Bharat," crediting engineers and workers for completing the project in Mumbai’s dense urban setting while safeguarding heritage structures.
Chief Minister Fadnavis said he was proud that Maharashtra had delivered India’s largest underground metro line and thanked the Government of Japan and JICA for their partnership.
According to MMRCL, the final phase includes 11 new underground stations, strengthening connectivity to South Mumbai’s commercial and residential hubs.
JICA India Chief Representative Takeuchi Takuro said, "The successful completion of Mumbai Metro Line 3 is a testament to the deepening Japan-India cooperation in infrastructure development. This metro line exemplifies sustainable urban mobility and will play a pivotal role in improving daily commute for Mumbaikars."
The Aqua Line passes through key business districts and landmarks including Bandra-Kurla Complex, Dharavi, Mumbai International Airport, and MIDC. The metro also features women-only cars, disabled-friendly platforms, and modern surveillance systems for passenger safety.
